You'll encounter Rogue Mega Dragonite in Pokémon Legends: Z-A in the Vert District, in Vert Sector 3 just south-east of Justice Dojo.

On that note, here are all Rogue Mega Dragonite’s weaknesses and counters in Pokémon Legends: Z-A.

Rogue Mega Dragonite recommended level
Rogue Mega Froslass Level is 59, therefore we recommend being between Level 57 and 64 to take them on. If you’re below this level it is possible to take them on, but try to build your team around their weaknesses instead, and if you’re at a higher level then this fight should be a bit easier for you.
Rogue Mega Dragonite boss strategy
To prepare for this battle you’ll ideally want to build your team around Rogue Mega Dragonite’s weaknesses, which are Ice, Rock, Dragon and Fairy-types. You should avoid equipping any Ground-types as Dragonite is immune to them, also it’s worth paying attention to their resistances.
Also, we strongly advise keeping plenty of Revives and HP potions in your inventory. Dragonite hits hard, so any way you can keep your team in the fight is worth using.
Dragonite uses a combination of far-reaching ranged attacks and close up attacks, which means that you should stay on the move to give yourself the best chance at dodging incoming attacks. Also, Dragonite will fly up at times around the battle area and then try to land on you, so you really need to stay on your toes.
Remember you can use your Mega Ring to Mega Evolve once it’s full. If you’re at a lower level than Rogue Mega Dragonite then we recommend waiting for your Mega Evolution and don’t use Plus Moves before this. However, if you’re at an equal level to or higher than them, then you can use a bit of your Mega Ring’s charge to use Plus Moves.
- Air Slash (Flying-type) - Dragonite will extend the wings on their head upwards and then launch out slashes of air at their target. To avoid this move, keep dodging around the area.
- Flamethrower (Fire-type) - They will pull in flames towards their mouth quickly then unleash a stream of fire that directly aims at their target and may burn them. Do not get too close to this attack!
- Outrage (Dragon-type) - Dragonite will swing claws out towards the target and hit the floor in this move. The easiest way to avoid this one is to attack from a distance.
- Hurricane (Flying-type) - They will pull energy into themselves then unleash a large tornado in front of them. Also, lightning bolts will rain down across the battle area! The easiest way to avoid this is to attack from afar while Dragonite is charging, keep moving, then pulling any Pokémon at risk of being hit back into their Poké Balls.
- Dragon Rush (Dragon-type) - On top of everything else, you need to watch out for this Physical-type move too!
- Hyper Beam (Normal-type) - Another move to watch out for is when Dragonite launches into the air and then pulls in charge to themselves. They will conjure a glowing ball in their hands and they will unleash it in a powerful beam of fire. During this attack, the safest place to be is underneath Dragonite to avoid the beam.
- However, as your Rival says, there's no way of avoiding the AOE impact after they finish unleashing the fire beam. This could easily one shot you, so make sure you've not taken too many hits in the rest of the fight to give yourself the best chance of surviving this one.
For defeating Rogue Mega Dragonite you will be rewarded with Dragoninite. This is the Mega Stone you need to Mega Evolve a Dragonite in battle.
